An Authority to Construct permit is required for all sources with potential air emissions, unless exempted.
A Permit to Operate is required for long term operations. A Permit to Operate can only be applied for after an Authority to Construct Permit has been issued and the Source can prove compliance.

Smoke Management Plans are for larger burns, prescribed fire, whole tree / vine removals, overnight burning, and sites that are likely to have or have previously received complaints.
Fee Schedule is updated annually on July 1. Fees must be submitted with applications for permits. Download the Fee Schedule.
Burn Permits are available during burn season. Burn season starts when CalFire declares an end to fire season. Permits are valid through April 30th, though some exemption burns may be authorized after May 1. Parcels must be 1.0 acres or larger in order to obtain a permit. Greenwaste bins are available through your local waste hauler as an option to burning.

Economic Exemptions During No Burn Days & Burn Ban
Consideration will only be given to agricultural operations where the applicant receives a major source of income from the crop and a significant loss of income will occur if unable to burn.
Other essential cases where exemptions are possible include for disease and pest infestations and essential fire hazard reduction burn where there is no other feasible way to abate the hazard.
